FAREHAM BOROUGH – a prosperous, safe and attractive place to be…..
Fareham Borough Council’s annual survey shows that 89% of residents perceived that low crime is what makes Fareham and Park Gate good places to live. Also 96% think they are safe and healthy places to live. There are less than 20 crimes in an average day in the Fareham Borough and I can assure you that this is low for an area with 110,000 residents. Most crimes are opportunistic thefts and shoplifting, minor damage and assaults between people known to each other.
Safer Neighbourhood Policing Teams in Fareham understand the importance of tackling local issues as well as crimes. So far this year crime is down by 12.6% - so there have been 723 fewer crimes compared to last year. Criminal damage is down 21% compared to last year, yet the community still see this as a big problem.
All calls made to the police help to build up a picture of the types of crime that occur in specific areas. By listening to the community at Neighbourhood surgeries, analysing letters and taking calls from residents we have been able to identify neighbourhood priorities. These priorities are being actively tackled and problems solved. The Borough Alcohol ban has been enforced and two van loads of seized alcohol have already been donated to Lions Charities. Other issues that have been identified are parking, speeding cars and litter. FBC have invested in 16 parking wardens and is dealing with the majority of parking problems. The Council also has an enforcement team that works closely with our police teams. We regularly have the ‘Safety Camera’ team operating locally, but with your increased concerns we have requested even more attention to targeting local speeding hotspots. More moped speeding offences have resulted in several prosecutions for numerous offences. We have purchased a mobile speed enforcement sign as well.
We need your help to sell our successes and give people a realistic picture of community safety locally. There is very little violent crime on the streets after dark but this is not the perception.
There are some areas where we need your specific help. The key threat in Fareham is complacency. Satnavs are often left in cars, bikes left unlocked and windows left open. Please challenge and remind people for us!
If you identify neighbourhood priorities please tell your Neighbourhood teams. We are working with all the other agencies very closely now, and every area has a Sergeant, PCs and PCSOs dedicated to making Fareham Borough even safer.

Fareham Police plan to "get personal" this year with their key criminals.
The 'top nine' drug dealers and criminals received personal Xmas Cards from Fareham's policing commander Chief Inspector Steve Wallace, complete with his business card and details of current police accommodation.
Chief Insp Steve Wallace "We know them and they know us. They will be getting even more attention next year so it is only fair to warn them. My officers and staff cannot wait to make their lives as difficult as possible."
A thriving Pubwatch has over 20 troublemakers banned from all licensed premises. Most premises in Fareham Town have polycarbonate glasses now to reduce potential injuries. Regular drug sweeps with trained dogs and specialist equipment are carried out. We regularly send trained juveniles into licensed premises to catch those selling alcohol. Two premises have had stringent conditions imposed following licensing reviews. Chief Insp Wallace " Alcohol is often supplied by parents or bought by adults for juveniles. We have issued several ś80 fines and will focus hard on this in 2008."
The police now have monthly truancy patrols and all enforcement work is backed up with problem solving. Along with the Education Welfare Officers we will attend the home addresses of highlighted individuals. If you are out shopping with your children without agreement, expect a warning or a fixed penalty notice at least! Where applicable the County Youth Service are actively involved. Families must take responsibility for their children particularly on Friday and Saturday nights. Do you know where they are?
Shoptheft has increased countywide but a Shopwatch is being established, and extra officers are now patrolling Fareham Town. Drug offences are up due to our increased proactive work with targeted and proportional 'stop and search'.

TWO WHEELS NEED SECURITY TOO
Scooters are becoming increasingly popular, both with commuters and thieves - they are three and a half times more likely to be stolen than motorbikes! Scooters and mopeds are light and easy to steal if you are not parked securely, so it's worth taking extra precautions.
Always padlock your scooter - preferably to a solid object.
The ignition key and steering lock will probably not defeat a thief.
Park in safe areas where there are lots of passers-by and onlookers who will see if anyone is tampering with your scooter
Never leave anything, including your helmet, on display
Have an alarm and immobiliser fitted - it is almost certainly worth the investment

SPRING CLEAN YOUR NHW STREET SIGNS
Dilapidated NHW signs are often said to indicate an inactive scheme but the cost for a new one (approx £25.00) is prohibitive in many cases.
We have now placed our second order for self-adhesive plastic overlays (which will cover faded paint and have an expected life of about 7 years). The new cost of these overlays is £2.50 each (small subsidy with the residue of the FBC grant).

ICE campaign - 'In case of emergency'
Most of us carry mobile phones, but only we know which stored numbers belong to our family or closest friends. If we were involved in an accident or were taken ill - who would the people attending to us phone? Which number is the contact person in case of emergency?
Hence this ICE Campaign. ICE is catching on quickly - just store the number of the person or persons you would like contacted in the event of an emergency under the name of "ICE" Please share this idea with your family and friends - it could save your life, or put a loved one's mind at rest.
Please note that this is a good idea but could become a bad idea if your phone got into the wrong hands.

Latest News from Fareham's Community Safety Partnership
Over the last few months our Data Analyst has been working hard to bring together information received from (among many sources) Police records, 101 calls and directly from the community to create a 'strategic assessment'. This detailed report tells us how we are doing with our aim to reduce crime and disorder across the Borough of Fareham and suggests which areas it may be best to focus our efforts on in the coming year to make the biggest improvement for Fareham's residents.
The Strategic Assessment shows that we have made a huge overall impact on crime, and that Fareham has lower than average crime figures in comparison to the rest of Hampshire and that consistently high numbers of our residents feel safe in their local neighbourhoods.
The report indicates that issues of criminal damage, anti-social behaviour, alcohol and drugs, violent crime and repeat offenders are of the greatest concern to Fareham. It is these priorities that the Community Safety Partnership will tackle in 2008 by developing focussed action plans.
