AUTUMN NEWSLETTER

Designated Public Place Order
From the 1st June 2007, the whole of Fareham Borough became a Designated Public Place.
The area around and containing Fareham Town Centre has been the subject of a Designated Public Place Order ( DPPO ) for several years and this has had a major affect on public and antisocial drinking. This was put in place due to the large numbers of both youths and adults who were congregating in the area and openly drinking alcohol at all times of the day and night. By robust enforcement of the order, these drinkers were forced to move from the area, allowing the vast majority of the community to enjoy the town centre in peace.
After the success of this original DPPO, the area covered has been extended to include adjoining areas to which some of these drinkers had been displaced.
Further consideration has been given to separate areas, with a view to making DPPO’s to address antisocial drinking there.
After careful deliberation, the decision was made to make one DPPO to cover the whole of Fareham Borough. This alleviates the issue of displacement and means that antisocial drinking and associated behaviour can be dealt with promptly, wherever it occurs.
This Order is essentially a preventative tool. It allows Police Officers, Special Constables, Police Community Support Officers and Accredited Community Support Officers to take certain steps to prevent alcohol related antisocial behaviour.
Between 1st June and 31st August 2007, the Police ran an operation which provided extra Police Officers to patrol hotspot areas and seize alcohol from any persons thought to be, or likely to be, involved in anti-social behaviour.
The operation was a success and every Friday evening between 1600-0000, 5-10 Police Officers, PCSO's, Special Constables and ACSO's were out on patrol. It is believed that, by seizing alcohol from people early in the evening, crime may not be committed later. Sadly though, it is impossible to measure prevented crime!
I would like to point out that the Borough of Fareham does not have a serious problem with the anti-social use of alcohol and that this legislation has been created purely as a preventative tool.
All the seized alcohol is not wasted but is donated to the LIONS charity.

Be Vigilant
In the past few weeks there have been two house burglaries where the offenders have stolen cars from driveways using keys they have found whilst burgling the house. The cars have been used to steal considerable amounts of property from the burgled houses.
Although we have not had any incidents in our area – in Southampton there have been numerous crimes where offenders have fished car keys from inside the house through the letter box. Make sure you don’t leave keys within sight of your letterbox.
The reason for the increase in this type of crime is the improvement in vehicle security marking making it almost impossible to steal cars without the keys.
Remember this at filling stations and such like – don’t leave keys in the ignition whilst paying. If you get your car stolen under such circumstances you are not insured for the loss.

You will want a crime number, but depending on the information available and whether there are witnesses etc you may not be aware of any follow-up by the police. However, your recorded crime will give the police a valuable overview of what is happening in your area and assist them in their job.
Scheme Co-ordinators, who are contacted by their members about any crimes, should remind them of the above procedure before then alerting others who live nearby.

CHEER UP YOUR NHW STREET SIGNS
Dilapidated NHW signs are often said to indicate an inactive scheme but the cost for a new one (approx £25.00) is prohibitive in many cases.
We have now placed our second order for self-adhesive plastic overlays (which will cover faded paint and have an expected life of about 7 years). The new cost of these overlays is £2.50 each (small subsidy with the residue of the FBC grant).

Thanks to all of you who have passed information to me or offered advice in areas that are causing concern. Working together is making a big difference and hopefully will continue to do so. Overall, the feedback we are getting is that the team are doing a good job. We are constantly looking to address issues as they arise and welcome constructive comment or observations.

BIN CORNER !!!
In line with the Council’s guidelines regarding rubbish collections you are asked to have your bin/garden waste bag etc outside before 6am on collection day or at the ealiest the evening before. However, if you put them out too early (perhaps going away for a couple of days) any would-be burglar might be correct in assuming the house is empty – similarly, if you’re out at work and the bin sits there all day the same message is being given out.
So, perhaps the answer is to enlist the support of your neighbours - help each other by wheeling the bins/garden bags back after the rubbish collection to avoid loss, damage and give-away tell tale signs. Any losses will be doubly important after 2nd October 2007 when a charge will be made for any new and replacement refuse bins (£30) and garden waste sacks (£5).

CATS are coming to Fareham
What are Community Action Team meetings?
A new initiative designed to ensure that the council understands the needs of the community will start in Fareham in September.
Five Community Action Teams (CATS) led by ward councillors, will be set up to meet four times a year, in the heart of communities
Meetings will take place in areas across the Borough:
Portchester
Fareham Town
Titchfield
Crofton
Western Wards
At the meetings you will find out first hand about developments proposed for the community, as well as having an opportunity to say what is good about where you live and what needs improving
The meetings will be attended by elected members, officers from FBC along with representatives from Hampshire Police, the County Council, the Primary Trust, and the Local Strategic Partnership and hopefully yourselves. In fact the meetings offer you a chance to meet the people providing the local services.
